is coming up. on this friday, july 22nd, live look outside, cooler temperatures "today in the bay." >> good morning to you. thanks for joining us. it's 6:00 on friday morning. i'm laura garcia-cannon. meteorologist christina loren joins us with a look at our forecast. >> oh, the forecast no matter what it is, always looks better on a friday. good morning to you. we do have fog you saw that picture of the bay bridge starting to set in. and we do have pretty good visibility for the most part when it comes to right at the surface, what could impact your commute. 10 miles in san jose, livermore, oakland and san francisco. up in the north bay, only a mile and a half of visibility. we'll let you know how much fog we expect to develop and what that means for your cooler forecast. plus i've got those weekend numbers. mike, you've been so busy this morning. how is it looking?

>> i was going to say a lot better. a report says there is an accident on the bay bridge. the upper deck as you approach treasure island. we'll watch for slowing. i'll bring you more but so far the maze approaching the area is fine. if we have a problem on the span that's a problem for everybody in the east bay heading to the city. 580 as you travel out of the altamont pass area we're looking at a slower drive now, 15 minutes registering so slowing into and through livermore kicking off that portion of your tri-valley commute. >> thank you very much. new this morning, nbc news has independently confirmed with l.a. police they arrested two new suspects in the beating of giants fan bryan stow. for the man police have had in custody for two months it may appear he may not be connected to the crime at all. marla tellez joins us live with more. good morning. >> reporter: good morning, laura. talk about an emotional roller

coaster for the stow family. they were elated when the lapd made the announcement they made an arrest in the case. well, now this major development. late last night nbc bay area confirming with the lapd they have in fact arrested two new suspects in the bryan stow beating. the question this morning is what does this mean for giovanni ramirez. you will until this point he has been deemed the main suspect in the beating. he was the one lapd arrested in may. ramirez is serving a 10-month prison sentence in san diego for an unrelated parole violation. he was never formally charged with the stow beating. his attorney contending ramirez was never at dodger stadium march 31 t day stow was nearly beaten to death following a giants/dodgers game. >> this is a true lesson of the judicial system in this country, the fact that everyone should be

assumed innocent until proven guilty. when i jumped in to the case it was the opposite. >> reporter: for the suspects, l.a. police not naming them yet. also not saying what led them to these suspects. we spoke to stow's sister and brother-in-law last night about this new information. they say they are taken aback, they are trying to make sense of it. not quite ready to make a statement just yet. for stow, he has been here at sf general more than two months now, in serious condition, just tuesday he had to undergo emergency surgery after suffering a 30-second seizure. his family reporting he is doing much better this morning and is alert. >> in fact, they posted new information on their website as of last night. brian had two eyes open, his right hand was either trying to give a thumbs up or old up two fingers.

he closed his eyes and opened them on command. when asked his last name he mouthed stow. for the latest as well as updates on his condition, visit nbcbayarea.com and search bryan stow. we'll have more coming up in a report from los angeles at 6:15. there is a twist in a controversial san francisco police shooting. san francisco police now say they did not fire the bullet that killed kenneth harding. a new report from the coroner shows the caliber of the bullet does not match ammunition used by the police department. it does not match a gun found after the shooting but it does match an unused bullet that police say they found in harding's pocket. >> that the fatal wound on mr. harding's body was self-inflicted. the investigation is ongoing whether or not this was

accidental or intentional act. >> police are still trying to track down the gun used in the scheidting. they are still looking for a gun posted on youtube. and the person who appears to pick it up, there is now a $1,000 reward for any one who leads them to the gun used in the shooting. 19-year-old ken harding died in that shootout. police say they saw harding run away after they tried to top him for what they say he was skipping out on his muni fare. he was a person of interest in the murder after pregnant woman. a memorial service tor catherine fisher will be held this morning in san mateo. the 19-year-old student and gymnastics teacher was shot and killed while sitting in a parked car. police have not yet found the shooter. nearly two months since michelle

le disappeared and tonight another fund-raiser for the effort to find her. the fundraising begins at 9:30 at the lodge in san francisco. the event is presented by a sorority. she disappeared may 27 while on break from her shift at kaiser hospital. police have classified at homicide. her family will not acsthaept without definitive evidence. >> more than 1500 are expected to march through downtown oakland later to protest the budget acts falling down on vital services. an appearance by hilda solis. it begins in front of the oakland city center on broad way traveling through downtown to

city hall. a rally is expected. the convention runs through sunday, brings together obama's and to discuss challenges in the work place. a meeting will determine how much money our county court houses lose. california lawmakers have cut $350 million from state courts. today the california judicial council will meet to decide how much money each county is going to lose. many bay area court houses say the cuts mean dozens of people women lose their jobs. san francisco says things could be so bad only criminal cases would go to trial. >> diseases of people cited and released after a protest outside a downtown san francisco hotel. hundreds gathered outside the grant hyatt to protest what they call unfair business practices. they say the hyatt is eliminating jobs and increasing the work load.

hired workers have not had a labor contract since 2009. more than 80 were cited. two fires in the altamont pass area burned nearly 550 acres and firefighters are still trying to contain those flames. today in the bay's christie smith is live with the firefighters' progress and the impact on 580. >> reporter: good morning. very busy morning for firefighte firefighters. we have new information that this fire is now 90% contained. as you said has burned more than 500 acres. calfire is working on it. as you said making sure this does not flare up again. you can see how close it came to the property down there at the bottom of the hill. next up, an assessment at daylight. get a more accurate count of how much burned. this started at 9:30 last night.

called the flynn fire off paterson, took off quickly driven about i the winds. if you know the area you know it's near the wind mills so it's pretty much always windy. this follows another fire near 580. that out, burned 50 acres. firefighters saying that they are not related. we wanted to mention that patterson pass skrod killed at cross road and will be throughout the morning. there's quite a bit of equipment moving. at least 25 trucks up and down the roads. this is an alternate for some coming from the mountain house area closer in toward the bay area. something you want to consider if you are driving this way this morning. the cause of both of these fires still under investigation. reporting live near the altamont pass, christie smith, today in

the bay. >> what's interesting you can hear the wind that's happening out there and that certainly cannot be a firefighter's friend. i want to check in with meteorologist christina loren. >> we are seeing the wind but today we're going to see a substantial cooldown so we're kind of getting out of the really hot weather pattern. and that's good news. we're going to see a lot of this on shore flow. that means about a 10-degree drop-off. nonetheless we're in fire season. cool conditions, on shore flow as we head throughout next week high pressure regains control. when i see this, this area of clearing all the way from the pacific northwest, california coast into the eastern pacific, this big dome of high pressure that is going to warm us up substantially next week. break out the flip-flops and the summer gear. looks like we're going to see a taste of summer through next week. this month has been below average. this is something we're monitoring for you.

hurricane dora. yesterday a major hurricane category 4. this morning a category 1 packing maximum numb winds of 90 miles per hour. she will continue to the northwest. if you have travel plans, we're jealous of you, looks like you should be okay. maybe you want to monitor the weather. it looks like after the next 72 hours we'll be done with dora. the next on the list will be euge eugene. on the way to the 80s, a gorgeous day. i left the 90s off for today. 88 in fairfield. 84 fremont and 85 degrees in gilr gilroy. it's a getaway friday. >> i'll say it is easier than it was. it was kind of rough. right now the issue on the bay bridge, well the accident, chp arrived. no lanes reported block. might be a problem through the

area. smoother drive off of the berkeley curve. 19 minutes on the travel time off of the carquinez. no major issues flew the walnut creek interchange. that's great news. antioch here, that's 65 over at harbor and approaching toward that, typically congested after 5:30. a later kickoff. even this is late. this is 612 in the morning and no major slowing. 580, holding at 15 minutes, slow into livermore and through the middle of livermore we have the closure at patterson pass, watch for that. we'll end with this live shot of sunol, we'll warn that the metering lights are turned on monday through pleasanton and sunol. >> good to know. >> still to come on pad in the bay. officers will stand trial. we'll tell you why. we'lls have more on the arrest

>> welcome back. a good friday morning to you. 6:15 now. los angeles police have two new suspect it is in custody for the beating of giants fan bryan stow. they spent the last few months maintaining they had their man in giovanni ramirez. john cadiz klemack has more from los angeles. >> reporter: you know it has been an ongoing investigation. and now of course we have this new information, giovanni ramirez could be headed for freedom. he's been in custody since may 22 on a parole violation since the beating of bryan stow. he was considered the prime suspect. lapd held him on that violation

after an agent claimed that he fit the description of the sketch released after the beating. we have been able to confirm that ramirez is no longer that prime suspect. that lapd has taken into custody two different men, men that may be the same two that appear in a surveillance video that lapd admits it has from dodger stadium from the parking lot from just before the attack that night. it apparently shows stow in a verbal confrontation with two men. the video hasn't been released but may have been key evidence and helped detectives find these two suspects. of course bryan stow remains in the hospital. folks here in los angeles area wanting to make sure he is going to be okay. police had taken ramirez in custody almost two months after the beat iing but never charged him. on june 8 they moved this to the robbery homicide division in the division in lapd and of course now we have this new information the two new suspects are in

custody. they have not released names or mug shots. it's important to point out they, too, have not been charged yet. that's the latest. john cadiz klemack, back to you guys. >> a story we'll continue to follow as well as two former richmond police officers that are headed to trial accused of buying handguns for two minors. former officer danny harris is accused of buying three guns from a dealer for the minors and lying about who would use them. harris and former officer raymond thomas junior are accused of setting up a sting where the teens would be caught with those guns, they are charged with conspiring to deceive authorities and obstruction. both former officers are set to appear in court next manhattan. deputies in the east bay teaming up to crack down on gun violence and gang activity. they have joined together to create a gang task force t goal

to disrupt the cycle of retaliation between gangs targeting each other. eight people have died in richmond this month alone. police officers and deputies will patrol together to pinpoint problem areas in richmond. also work to investigate crimes, try to share information and strategize. >> 6:18 now. time to check in with meteorologist christina loren. >> this is why, laura. unfortunately we get the good with the bad. the low cloud cover, kind of a dreary start, the same for oakland. but it's the cool marine air that's going to keep our temperatures below average and all the way through the weekend. we're looking toward mostly cloudy starts making way to sunny afternoons. the golden gate pretty good on the roadway but we're going to see that change through the next hour. that marine layer pushes into livermore. most of the nation this morning suffering from oppressive heat.

we had this nice cool spell in the lay area. just a couple of hot days yesterday and wednesday as well. everything changes today. another dip in the jet stream is going to bring about nice cool air. but quae, we've got the fog so watch out for om a mile an a half of visibility. 54 in san mateo. 59 refreshing degrees in sunnyvale. in the city we'll probably have to deal with cloud cover until about noon. 62 degrees at noon. by 4:00 p.m. a lot of that cloud cover break apart. 69, not too bad. it could be cooler with all of that cloud cover. but we're looking pretty good. oakland 73. 84 fremont. and 85 degrees in gilroy. we have a giants game in town. as we head through the next couple of days temperatures stay nice and mild in the 80s. and then we sky rocket. i know you have the open toed shoes.

>> a live look outside from up above, a chopper high above, fire crews remain on the scene of the altamont pass as you can see several charred acres there. they are looking for flare-ups. and wind conditions were kicking up a little bit. don't want that to leap and grow. we're keeping our eye on that this morning. it's 6:23. also keeping an eye on the busy roadways for a friday morning. >> good morning. on that note about the fire, the closure, patterson pass because of the equipment on the scene. going to the north bay, 101 shows slower sensor readings, the yellow in the southbound direction sticking around. speeds in the 50s through that stretch. the construction cleared from this area. here highway 37, westbound, reports of some sort of unknown substance bags spilled on the roadway. no lanes reported closed but chp

has yet to provide detail. there is race activity this weekend. drag races going on. as you approach the maze, speeds are holding up close to the limit. the development here is the metering lights have turned on so you'll see slowing off of the berkeley curve right around emeryville. then we're looking at 880 further south. a live look, showing the volume of traffic on the right, holding steady. relatively light because it's friday so we don't see this until about 8:15. the nimitz can be an issue. >> you know this, mike. drivers traveling on a major freeway through the north bay, should be aware this morning of a shift in their commute. caltrans says starting today drivers head north on 101 and rohnert park will be directly put into a newly bit overpass. northbound traffic will be shifted on the new portion of the overpass on the east side of

the highway near wilfred avenue. the shift is part after project to replace an older overpass. >> the fbi may be the next to question the murdocks. the latest on the case. >> "the wall street journal" which is run by rupert murdoch reports that the fbi will serve subpoenas on a number of news corp. executives. news corp. is an american company. reporters there accused of bribing london police officials and that can violate american law even if it didn't happen in america. separately, a lawyer for james murdoch turned on his boss saying the younger murdoch knew about the phone tapping earlier than he testified. a new report out says if you want good cell service in san francisco, use verizon. it's both best invoice and data, says the company root metrics.

ver roy zon reported, says a number are buying iphones from the company instead of at&t. though at&t still sells far more. >> and finally, hewlett pack kerd says it's going to buy back $10 billion of stock. when a company buys back stock the shares cease to exist. each share should be worth more. just saying you're going to buy back your stock tends to pump it up. there are no rules how fast you have to do. the last time they said he would buy back, they only bought back $4 billion. so it bumps it up. >> a lot of talk. 6:26. coming up on todd, a new report on the pipe line at the source of the san bruno explosion and how it's showing major flaws with that pipe. there are new developments in the shooting that killed a man.

>> good morning. thanks so much for joining us. i'm laura garcia-cannon. it's time to check in with meteorologist christina loren. she's got a look at our forecast. >> good morning to you. boy, the bay area micro climates are kicking in. we've got windy conditions throughout the east bay hills, fog settling in the city of san francisco and the north bay. and fog so thick it's generating that drizzle in santa cruz. take it easy over the 17. let's talk the mike. >> as is tradition on friday it's a later start to the commute but we're seeing that in the tri-valley. 580 with a 17-minute drive registering over toward the dublin interchange. from north livermore to about airway, speeds slowing over the last 15 minutes. a live look at sunol, a new

accident reported for 680. more details coming up. >> new this morning, nbc bay area has confirmed with l.a. police think arrested two new suspects in the beating of giants fan bryan stow. as for the man they had in custody it appears he may not be connected to the crime. marla tellez joins us live from outside san francisco general hospital with more. good morning. >> reporter: good morning. if you have been following the bryan stow investigation you remember in may the lapd came out and said they had their man. that main suspect in his beating. turns out giovanni ramirez may not be the guy. last night nbc bay area confirmed with the los angeles police they have arrested two new suspects in the stow beating. who they are and what led to their arrest. not releasing that information yet. in the meantime, the big question is what does this mean

for giovanni ramirez, the 31-year-old arrested in may. ramirez is serving a 10 m month prison sentence for a parole violation in san diego. he was never formally charged with the stow beating. as you can imagine his attorney is celebrating this latest development. >> i think now the world understands what i've known from day one. that giovanni ramirez is and always has been innocent. >> attorney jose ramirez told police his client was not at dodger stadium march 31, the day that stow was beaten oud 0 side in the parking lot. since the lapd named ramirez as the primary suspect they have been tight-lipped. never citing concrete thaefrd linked ramirez to stow. these two new suspects in custody, they have not been formally charged in the stow beating. for bryan stow, he has been here

at sf general more than two months, his condition has gone from critical to serious, so that is better news there. i know that you have an update on his condition. >> yes, we do. we're hearing from his family, they say brian's doing better and is alert, they posted new information on their support for stow website. as of last night brian had both eyes open, his right hand was trying to give a thumbs up or told up two fingers. he closed his eyes and opened them on command. when mouthed his last name he mouthed stow. we wish that family well on his progress. for the latest visit nbcbayarea.com and search bryan stow. san francisco police investigators are still looking for a gun, the weapon they believe fired the shot that killed a 19-year-old suspect in the bay view district and now

this revelation. new ballistics evidence suggests that the foytle bullet did not come from a police officer. more on the search for that gun. good morning. >> reporter: good morning. police are now saying that kenneth harding either shot him to self intentionally or accidentally. given the sentiment that might be news hard to believe. we're going to show you the scene after the shooting. police are looking for the man in the hooded sweatshirt who appears to be picking up the gun. offering a $1,000 reward. there was a contentious meeting between the police chief and the community. now the lethal bullet came from a .380 handgun.

investigators found a bullet mafrping the bullet that killed him. the department insists its officer desire not kill kenneth harding. >> we believe that the fatal wound on mr. hardings body was self-inflict self-inflicted. the investigation is so on going whether this was accidental or intentional. >> reporter: harding is out of the washington area. police tried to verify he had paid for his muni line when the shoot-out began. there had been fences to mend between this community and the revelation, you get the feeling, this community is angry at what happened. they are not liking what they hear about what that i have killed kenneth harding. live in the bay view. >> thank you very much. 6:35 now. still no wordow a 14-year-old

girl died at her own slumber party. an autopsy turned up no definitive cause of death. she was hosting a sleepover with three friends when they allegedly found vodka and decided to start drinking. the girls told deputies they think she drank more than they did. >> the pg&e pipe line that ruptured and caused a deadly explosion in san bruno last year is riddled with defective welding according to new documents release. investigators found a 10-inch long segment of pipe about 700 feet from the site of the explosion that had various beld problems. having such a small section of pipe was welded onto a line. investigators found many

brian plooer joins us with the details. >> this would be a milestone but a historic one. no doubt about that. what we expect later today is defense secretary leon panetta and admiral mike mullen to go to president obama and declare that ending "don't ask, don't tell," the law of the land for 17 years, repealing it would not hurt u.s. national security. if president obama signs off on this as expected, that would start a 60-day countdown clock at the end of which "don't ask, don't tell" banning gays from openly serving in the u.s. military would be finished. president obama will have to sign off on this. it's not clear whether he would do that immediately upon getting the word from his pentagon leaders or whether he would take time to study it. but certainly it would bring this one step closer to a conclusion. but there are many issues to be worked out not the least of which is benefits for same-sex couples but that's expected to go on long after "don't ask,

don't tell" is over. laura. >> thank you for the update, brian. it's 6:43. the white house says a debt ceiling deal has to be hammered out today for congress to beat the august 2nd deadline. the senate will vote on a house passed bill to constitutionally cap government spending, but that is expected to fail. but the vote itself could clear the way for one of several compromise deals. democrats are standing their ground on entitlements. republicans will not give in to more taxes or spending. today in "usa today" president obama lays out the argument for a deal that he calls big and meaningful. one that includes the revenue razors that some republicans call tax increases. the nfl players and owners trying to come to terms to end the lockout. owners approved a plan but players have not voted yet. the official word is they haven't voted because they haven't seen it yet. but others are saying owners tried to sneak in a few things

in that deal that the players do not like. >> the owners voted 31-0 to approve the deal. there are 32 teams. guess who abstained from the vote. the raiders. they say they have difficulties with the deal. the ceo says those issues are both football and economic in nature. several players don't like what they have seen either and sounded off on twitter about it. washington redskins vonnie holliday tweeted that we got tricked, duped, led astray and bamboozled. the giants and the a's have big weekends ahead. the giants host the brewers, tonight at 7:15. should be a good one. brewers are in a tie for first place in their division, so the giants can expect a fight from their powerful offense and the a's spend the weekend in the big app

fog in the north bay. in the south bay 10 miles visibility in san jose, same for livermore. as we take to you the peninsula, really looking good so far this morning in san francisco and oakland in terms of your overall visibility at the surface. look at this. pockets of fog in santa rosa. if you are headed there for work take it easy a. half mile visibility and the numbers are going up and down. so we do have fog drifting around. this is what's causing. on shore flow, a dip in the jet stream and a little moisture coming our way for the next couple of days that's going to keep things mild. next week things start to change. high pressure takes control of our forecast. it brings our temperatures up in the triple digits in the warmest spots. might not make the plans next weekend. you want to do that this weekend. it's going to be gorgeous, we'll get to the seven-day in moments. 55 degrees now in san francisco on the way to 69. 88 in los gatos and 85 in san jose. here it is, let's help you plan that weekend. 82 by saturday. looking pretty good saturday.

>> 6:51. we're just getting started with the volume of traffic. that's traditional for a friday. we're looking at 680. the pile of drywall has to be cleared from lanes. but the last 10 minutes has not shown slowdown there. watch it as you come down out of the sunol grade. we've seen slowing, speeds down in the 50s as chiclets turn to yellow approaching the toll plaza. traditional spot for slowing. in the castro valley near the top looks nice off 238. that's great if you come out of the tri-valley. looking at the approach. 880 heading toward the maze. the live look shows you the volume. not a major deal though starting to bump up.

we see flashing lights north past high street. probably maintenance. i don't see, we'll see as the morning goes on. the slowdown as you head westbound on interstate 80 toward the bay bridge toll plaza. we have slowing 580 now 17 minutes over to dublin interchange. >> we're going to take you there because we're following up on two fires that burned nearly 550 acres last night along the altamont pass. christie smith joins us live in livermore. watching for flare-ups, we see the wind is picking up as well. >> reporter: oh, it is cold out here. good morning. happy friday to you. we have new information and that is that this fire is now 100% contained. we got off the phone with cal fire. they are telling us there is going to be extensive mop-up. then mapping the fire to get a

count of how many acres burned. estimates more than 550. we have live pictures for you this morning from our chopper ever the scene showing you how big this burned area is, and crews are still at work watching for flare-ups. they are telling us the wind was a factor in driving this grass fire as it broke out near the wind mills, started about 9:30 last night, calling it the flynn firement it still has patterson pass road closed through the morning at cross and midway because of the heavy equipment. it's used as an alternate for those coming from the mountain house area. this is the second fire here, the first near grant line road at interstate 580, that one broke out at around 7:30. ended up burning about 50 acres of grass. firefighters tell me they are not related. again, what they are telling us is that wind was a big obstacle
